Active Transportation Prioritization Plan

The City of White Rock has developed an Active Transportation Prioritization Plan (ATP) to evaluate active transportation projects that make our roads safer to travel for everyone who walks, rolls and cycles in our community.

This work will help prioritize projects as funding becomes available.

How are projects being chosen and evaluated?

Projects have been identified through the City’s Integrated Transportation and Infrastructure Master Plan (ITIMP) and have been evaluated using a consistent set of criteria, including:

• Safety – how much the project improves conditions for walking and cycling
• Network connections – how the project contributes to completing the network
• Equity – how well the project serves users vulnerable populations (seniors, daycares, etc.)
• Use – expected demand and benefit
• Road classification – the role of the road within the transportation network (e.g., arterial vs. local), including factors such as traffic volume, speed, and connectivity
• Cost – projects with lower expected cost are scored higher
• Other considerations such as community and business impacts including parking

These criteria help ensure that decisions are transparent, consistent, and evidence based.

How do I participate?

A draft list of the top active transportation projects is available in the Document Library.

• The public was invited to share feedback by using the "Guestbook" & "Questions" feature below by Friday, June 19, 2026 at 4:30 p.m.
• The City hosted an Open House on June 17, 2026, from 2 to 7 p.m. at Miramar Plaza.
