Johnston Road Construction between Russell Avenue and Thrift Avenue


Johnston Road Phase 2

Construction is underway. Please visit whiterockcity.ca/johnstonroad for regular construction updates. Partial lane closures are in affect and detours in place.

Johnston Road Phase 2 involves the reconstruction and beautification of Johnston Road’s streetscape between Russell Avenue and Thrift Avenue.

Improvements include:

  • Significant upgrades and upsizing of storm and sanitary sewers
  • Watermain replacement and upsizing
  • Sidewalk replacements on the east side to improve accessibility and remove tripping hazards. Sidewalk on the west side will not be modified.
  • Decorative mid-block pedestrian activated crosswalk with improved visibility for pedestrian safety
  • Improved transit stop heading north bound
  • Native vegetation and irrigation
  • Bike racks, seating areas, and garbage/recycling receptacles

Critical infrastructure, including watermains, storm and sanitary mains will be upgraded to increase capacity and improve their reliability to better serve our growing community. In addition, this project will improve accessibility and safety and will elevate the overall experience for both pedestrians and motorists within White Rock's downtown core.


Public Engagement

Survey was completed for Johnston Road Phase 2. Feedback received helped improve our understanding of community concerns, needs and desires, and continue to help us deliver the best outcome for all residents and business owners. This feedback has played a crucial role in shaping our approach to managing the construction process.

A public open house was held on Thursday, December 14th at the White Rock Community Centre. Many residents and business owners shared their comments and concerns. This valuable feedback will help with decision making during the construction planning phase.


Project Timeline

The concept for Johnston Road was initially developed and discussed publicly as early as 2014 with an initial public engagement outreach in 2016. Since then, staff have been working on the detailed design, design optimization and value engineering for Johnston Road Phase 2.

We are now in the detailed public engagement phase, leading up to the proposed construction start in Spring 2024.



Construction Optimization

We recognize that this project will be disruptive for businesses in the area. This is why the City is actively exploring innovative construction management strategies to lessen these effects, including:

  1. Maintaining clear and well-marked sidewalk access to businesses, along with directional signage
  2. Providing free parking in the vicinity to encourage patronage
  3. Seeking additional input and ideas from business owners and residents through our live survey

Pedestrians will continue to have full access to the businesses on both the east and west side of Johnston Road with various parking options available nearby.

  • Why does your artistic concept drawing (above ) show two cars driving on the left side of the road? Is there a bike lane?

    Thank you for your message. No bike lane will be added to Johnston Road at this time. The artist concept drawing above is a basic representation and, in reality the vehicle on the east side will be travelling northbound. A better representation of the vehicle layout can be found in the Document Library under "Open House posters" 

  • What are the hours of noise and how many days a week? Is there clean up for the dust and pollution that will come through our doors and windows all spring and summer long? No northbound lane so will George be open for left turn at North Bluff to get around to food mall etc?

    Thank you for your question. Construction will occur between 7am and 5pm Monday to Friday with some weekend work occurring. Some work will be required at night and notice will be provided to residents and businesses in the area ahead of these planned times.

    The contractor will do the best they can to maintain and limit dust and pollution in the area including limiting work to within fenced off areas, minimizing idling vehicles, and using water to limit excessive dust.

    Johnston Road’s north bound lane will be closed from Russell Ave to Thrift Ave. Johnston Road northbound, from Russell Ave to North Bluff Rd, remains open for those wishing to travel west on North Bluff Rd or north on 152nd St. Left turns from George St onto North Bluff Rd will not be allowed and detour signs will be posted.

  • Have there been decisions regarding bus routes during the closure?

    Staff are currently coordinating with Translink on bus detours. Clear, concise signage throughout the project duration will be important to ensure residents are kept informed on any bus route changes. In addition, staff plan to use TalkWhiteRock and the City of White Rock social accounts to broadcast project updates.

  • Will Johnston Rd be closed to traffic during the project. If so will both sides of traffic be closed at the same time. How long will the project take? Where will the city arrange public parkin? How will customers be able to access my business when sidewalks are closed on East side of Johnston?

    Thank you for your question. This project is currently on BC Bid and the City has requested two pricing options for Council’s consideration. One option is a complete road closure and a second option is to allow one lane of travel (either south bound or north bound). The second option is expected to extend the construction schedule significantly.

    Public parking is currently available at three parkades north and south of the project site and at one lot on Russell Avenue. Additionally, there is free street parking on surrounding streets.

    Sidewalks on the east side will have clear access, with signage to guide pedestrians. The contractor will work with local businesses to maintain access to storefronts during the east sidewalk construction.
